Your Committee on Planning, to which was referred Bill No. 175, reports as follows:
Bill No. 175, transmitted via Communication No. 619, from Mayor William P. Kenoi, dated
October 29, 2009, presents a Request for Change of District Classification by Janice Oshiro, at
Waiakea Houselots, 2"d Series, Waiakea, South Hilo, Hawaii, TMK: 2-2-022:008.
Bill No. 175 seeks to change the zoning from Single-Family Residential - 10,000 square feet
(RS-10) to General Commercial - 20,000 (CG-20) for the parcel, which is approximately 20,314
square feet in size. The property is located along the northeast corner of the Kino`ole
Street/Kamana Street intersection.
There was no public testimony on the matter.
Sidney Fuke appeared before your Committee on behalf of the applicant. Mr. Fuke stated that
the applicant plans to provide parking for neighboring medical and business offices. Mr. Fuke
also stated that the existing structure will some day in the future be demolished and replaced by
an office building.
Mr. Hayashi appeared before your Committee on behalf of the Planning Department and
informed your Committee that language regarding affordable housing requirements was
inadvertently omitted.
Planning Committee Chair Donald Ikeda stated that he will work with the department to include
the proper language and would present a proposed amendment at Council.
Your Committee concurs with the Planning Commission and the Planning Director's favorable
recommendation for approval of the re-zoning request.

recommends it pass first reading.
