Your Committee on Planning, to which was referred Bill No. 177, reports as follows:
Bill No. 177, transmitted via Communication No. 621, from Mayor William P. Kenoi, dated
October 27, 2009, presents a Request for Time Extension amending Ordinance No. 92-70, which
reclassified lands from Single Family Residential - 15,000 square feet (RS-15) to Village
Commercial - 10,000 square feet (CV-10), by Hara Land Development, at Nanawale
Homesteads, Puna, Hawaii, covered by Tax Map key 1-5-014:007.
Bill No. 176 requests a 5-year time extension to Condition C, secure final approval; and
Condition D, construction timeline, for the parcel which is approximately 1.625 acres in size.
The property is located along the northeast side of Pahoa Village Road, approximately 920 feet
northwest of the Pahoa Village Road - Post Office Road intersection.
There was only one member of the public to speak on the matter. This member of the public
spoke in support of the application.
Mr. Sam Ishigo appeared before your Committee on behalf of the applicant. He stated that the
applicant plans to provide space for medical and dental offices. He further stated that there will
be two one-story buildings on the site.
Mr. Norman Hayashi appeared before your Committee, on behalf of the Planning Department.
He informed your Committee that fair share language was included in the original rezoning
ordinance because Single Family Residential units were a permitted use under the Village
Commercial Zoning.
Your Committee concurs with the Planning Commission and the Planning Director's favorable
recommendation for approval of the re-zoning request.

Your Committee on Planning is in accord with the purpose and intent of Bill No. 177 and
recommends it pass first reading.
