COUNTY OF HAWAII - STATE OF HAWAII
RESOLUTION NO. 59
WHEREAS, the Civil Aeronautics Board has invited the
...comments of interested persons concerning its proposed
adoption of a new regulation which would permit supplemental
air carriers to charter aircraft to qualified and bonded
tour operators for operation of all-expense-paid tours in
interstate and United States overseas air transportation,
thus permitting members of the American public for the first
time to participate in all-expense-paid tour 4 barter flights
between the mainland United States and Hawaii; and
w.... WHEREAS, recent studies of Hawaii's economic future
have determined that tourism is the only major element of the
State's economy which offers strong prospects of growth and
that such growth prospect is dependent upon attraction to
Hawaii of tourists from an income class which cannot afford
the existing costs of transportation between the mainland
United States and Hawaii; and
a11716,5- WHEREAS, the State of Hawaii is almost totally dependent
` upon air transportation for the movement of tourists and
residents between Hawaii and the mainland of the United
States and the great impact on travel growth,through reduction
of air transportation costs between Hawaii and the mainland
United States has been demonstrated in the past year; and
WHEREAS, the State of Hawaii's-tourist industry must
compete with the tourist industries of'Europe and other
foreign communities which provide extremely low-cost, all-
expense-paid tours which are attracting an increasing volume
of American Tourist DOLLARS to the detriment of the economy
of the United States,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
SUPERVISORS in and for the County of Hawaii that it.does
hereby urge the Civil Aeronautics Board to adopt the
proposed rule in a form which will enable the authorized
carriers through approved tour operators to offer all-expense-
paid tours to Hawaii at prices which will effectively tap
the low-income tourist market of the United States and will
enable residents of the State of Hawaii to have access to
such low-cost recreation travel opportunities.
BE IT FURTHER RESOLVED that the County Clerk be and
is hereby directed to forward copies of this resolution to
the Chairman and members of the Civil Aeronautics Board;
to the Honorable Hiram L. Fong, U.-S. Senator; the Honorable
Daniel K. Inouye, U. S. Senator; the Honorable Patsy T. Mink,
Congresswoman; and the Honorable Spark M. Matsunaga, Congress-
man.
