COUNTY OF HAWAII - STATE OF HAWAII
RESOLUTION NO. 72
WHEREAS, the Kilauea Military Camp located on the island
and County of Hawaii, State of Hawaii, is a joint Army, Navy
and Air Force operation; and
WHEREAS, the Kilauea Military Camp is a unique military
rest camp in the State of Hawaii differing in its method of
operation from other recreational facilities available to
military personnel in the State of Hawaii; and
WHEREAS;, the Kilauea Military Camp fully utilizes the
unique natural wonders of the camp site, being situated beside
vast rolling lava flows, wind-swept cinder ashes, and an
active but safe volcano, all of these "moon.li.ke" geologic
features in the midst of lush prehistoric rain forest with
fresh, cool climate; and
WHEREAS, the natural environmental and operational
features of the camp are conducive to personal relaxation and
rehabilitation to all military personnel together with their
dependents; and
WHEREAS, the rested personnel may thereafter provide
more efficient services to the nation in a period of increasing
tension and expanding military operation in the Pacific Ocean
area; and
WHEREAS, the Kilauea Military Camp is the only
recreational facility available on the island of Hawaii for
troops engaged. i.n_lar.ge-scale field training at Camp Pohakuloa
on said island, the only unrestricted tactical training
facility available in the State of Hawaii; and
WHEREAS; the major proportion of the operational cost
of the rest facility is being met through the use of
non-appropriated funds; and,.

WHEREAS, commercial transportation companies have fully
cooperated to make the rest facility available to the greatest
number of military personnel by reducing the regular fare by
fifty per cent; and
WHEREAS, transportation provided by military aircrafts
has been substantially reduced over the past years and further
on a space-available basis while transportation provided by a
Landing Ship Tank has been phased out; and
WHEREAS, since the curtailment of the use of U. S.
government transportation facilities between the islands
the number of military personnel and their dependents using
the rest facility has increased substantially; and
WHEREAS, the County of Hawaii has been designated as a
redevelopment area under the Area Redevelopment Act of 1961
on December 30, 1961; and
WHEREAS, the operation of the Kilauea Military Camp has
contributed new and substantial economic opportunities to the
County of Hawaii and developed one of the Countyts,as well
as the nationts,great natural assets and,therefore, served
to alleviate conditions of substantial and persistent unemploy-
ment and under-employment in this economically depressed
area,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
SUPERVISORS in and for the County of Hawaii, that it hereby
requests the Congress of the United States to continue to
maintain the operation of the Kilauea Military Camp.
BE IT FURTHER RESOLVED that copies of this resolution
be transmitted to the Honorable Hubert H. Humphrey, President
of the Senate, the Honorable John W. McCormack, Speaker of
