HAWAII... WHEREAS, a major destination resort complex shall.be constructed in.the Kamuela area, a heretofore largely agricultural and underdeveloped region on the island of Hawaii,.State...of Hawaii; and WHEREAS,, this resort complex, the Mauna Kea Beach Hotel and golf course, being developed by'Mr. Laurence Rockefeller, has commenced an active, nationwide, advertising program; and WHEREAS, active interest in the resort facilities has' been generated and advanced reservations have been received, including reservations for conventions up to 1967as of March 1, 1965; and WHEREAS, the need for additional flights into the Kamuela area shall increase substantially after the resort complex commences operation on August 1, 1965, to transport the sudden inflow and outflow of guests and service personnel of the resort complex; and WHEREAS, Aloha Airlines, Inc., shall not diminish the number of passengers carried by Hawaiian Airlines, Inc., the present certified carrier serving Kamuela Airport, because' Aloha Airlines, Inc., shall be engaged in carrying the newly gene-rated passen.ge,rs to and from the resort complex; and WHEREAS, it has been estimated.that the number of proposed flights from Honolulu to Kamuela could be conducted economically without even one-half of the,-volume of flights to be generated by the resort complex; and C? 0 Pdo...__.~-_..._-_..~..d...... s Out , foe File D T WHEREAS:, Aloha Airlines, Inc., is not authorized to serve Kamuela Airport, although it is authorized to serve Upolu Point, Kailua-Kona and Hilo on the island of Hawaii; and WHEREAS, Upolu Point is the airport nearest to the resort complex, carriage service to said airport has been suspended for a number of years and said airport is scheduled to be closed permanently because there is no economic necessity for this airport since Kamuela Airport is-more strategically situated to service that region of the island of Hawaii; and WHEREAS, the competitive position of Aloha Airlines, Inc., relative to its competitor; shall be seriously affected if said airline cannot serve Kamuela Airport, the gateway to the Mauna Kea Beach Hotel and golf course complex, the newest prime tourist destination area, because said airline would not be able to provide comprehensive tourist tour packages to all major tourist destination areas unlike its competitor; and WHEREAS, the existence of sound, vigorous competition between carriers increases the quantitative and qualitative services into the Kamuela region of the County of Hawaii; and WHEREAS, a more adequate and efficient carriage service is essential to the successful operation of the resort complex, and shall generate new employment opportunities, new economic opportunities, and strengthen existing opportunities in the Kamuela region to alleviate conditions of substantial and persistent unemployment and underemployment in this under- developed region of an economically depressed county, which county was designated a redevelopment area under the Area Redevelopment Act of 1961, on December 30, 1961s File M..B, No.- v NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS in and for the County of Hawaii that the Civil Aeronautics Board be and is hereby respectfully requested to authorize Aloha Airlines, Inc., to serve Kamuela Airport and that the authorization be made effective before August 1, 1965. BE IT FURTHER RESOLVED that the County Clerk be and is hereby directed to transmit copies of this resolution to the Honorable Alan S. Boyd, Chairman, Civil Aeronautics Board; the Honorable Hiram L. Fong, U. S. Senator; the Honorable Daniel K. Inouye, U. S. Senator; the Honorable Spark M. Matsunaga, Congressman; and the Honorable Patsy T. Mink, Congresswoman.
