HomeMy WebLinkAboutRES 112 Draft 01 1965 COUNTY OF HAWAII - STATE OF HAWAII RESOLUTION NO. 112 WHEREAS, the United States Congress is considering a bill to reorganize and elevate the Housing and Home Finance Agency to a cabinet or department level to be known as the Department of Housing and Community Development; and WHEREAS, as part of the proposed reorganization of the present Housing and Home Finance Agency, it will be proposed that such new Department of Housing and Community Development establish a regional office in Honolulu to better and more efficiently serve and answer the needs of the State of Hawaii, the Territory of Guam and other United States possessions in the Pacific-; and WHEREAS, there are presently in progress numerous urban ' renewal programs, community facilities-assisted projects and G1,C1o~d FHA financed housing projects in Hawaii and Guam, with ,yf;q anticipation of additional similar projects in the future, which could be administered more effectively, expeditiously and economically by a regional office located in Honolulu; and WHEREAS, said Federally-assisted programs are presently serviced by a field office of the Housing and Home Finance Agency in Honolulu which can only act through the regional office and holds no decision-making authority to more effectively and expeditiously administer said Federal programs in Hawaii; and WHEREAS, the establishment in Honolulu of such regional office of the Department of Housing and Community Development would obviate the present lack of direct personal contact and r . No....... ~9.... r U consultation, and difficulty of communication with the present regional office due to the long and costly distance involved, would permit such regional office to better adapt the affected Federal programs to the particular and different problems and needs of projects in the Pacific Ocean area which materially differ from those encountered in the mainland United States, and would further relieve the present regional office of its heavy workload in administering pending projects in the 10 other western region states; and WHEREAS, the Federal programs now administered by the Housing and Home Finance Agency are of.great significance and importance to the orderly planning and growth of our communities and of the whole economy of the State of Hawaii; and WHEREAS, the office of the Honorable Daniel K. Inouye, United States Senator from Hawaii has enthusiastically endorsed and supported the proposed establishment of a regional office in Honolulu for the more effective administration of these Federal programs in the Pacific Ocean area; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS in and for the County of Hawaii that, through this resolution, it gives its unqualified support and endorsement of the proposed reorganization of the Housing and Home Finance Agency, particularly with respect to the establishment in Honolulu of a regional office of the new Department of Housing and Community Development with powers and authority to more directly and effectively supervise and administer the urban renewal, housing, community development and other Federal programs under its jurisdiction; and, that it hereby further requests the Administrator of the Housing and Home Finance Agency in _2_ f+ fle No..... . , I.L No...... a Washington, D. C. to take all necessary steps toward the establishment of a regional office in Honolulu to more adequately fulfill the needs and accomplish the purposes of said various Federal programsas set forth in this resolution, BE IT FURTHER RESOLVED that the County Clerk be and she is hereby directed to transmit copies of this resolution to the President of the United States, to all Members of the Senate and House Banking Committees of the United States Congress, to all Congressional Representatives from Hawaii, the Director of the Bureau of Budget, to the Administrator of the Housing and Home Finance Agency, and to the Regional Administrator of Region VI Housing and Home Finance Agency.
