Ford, dated December 2, 2009, transmitting the above resolution. Recommends adoption of Res. 279-09. Comm. 635 AN ORDINANCE AMENDING ORDINANCE NO. 09-65, AS AMENDED, (Bill 179) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2009 TO JUNE 30, 2010 (adds the Department of Public Works, Kuakini Highway Improvements, Hualalai Road to Ali`i Highway - Federal Project for $24,000 to the Capital Budget) From Finance Director Nancy E. Crawford, dated December 1, 2009, transmitting the above bill. Recommends passage of Bill 179 on first reading. Comm. 643: A RESOLUTION REQUESTING THE MAYOR TO IMMEDIATELY (Res. 284-09) IMPLEMENT A ZERO-HIRING POLICY FOR THE REMAINDER OF THE FISCAL YEAR 2009-2010 (affecting all current recruitments, except police and fire recruits) From Councilmember Dominic Yagong, dated December 3, 2009, transmitting the above resolution. Recommends adoption of Res. 284-09. Ayes: Committee Members Ford, Greenwell, Hoffmann, Naeole-Beason and Yagong. Noes: Committee Member Enriques and Chair Onishi. FC-22 Page 3 December 15, 2009 Comm. 644: A RESOLUTION REQUESTING THE MAYOR TO TRANSFER ALLOCATION (Res. 285-09) OF ALL COUNTY FUNDED VACANT POSITIONS THROUGHOUT THE COUNTY OF HAWAII INTO THE BUDGET STABILIZATION FUND, ACCOUNT NUMBER 010.801.5801.53.341 (to address the projected shortfalls in next year's fiscal budget) From Councilmember Dominic Yagong, dated December 2, 2009, transmitting the above resolution. Res. 285-09 forwarded to Council with a negative recommendation. Ayes: Committee Members Ford, Hoffmann, Naeole-Beason and Yagong. Noes: Committee Members Enriques, Greenwell and Chair Onishi. Absent: Committee Members Ikeda and Yoshimoto. (Mr. Greenwell voted "kanalua" then "no" and Ms. Naeole-Beason voted "kanalua" twice.)
