Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication 595 and Bill 168, reports as follows:
Bill 168, transmitted via Communication No. 595 from Transit Administrator Tom Brown is an
ordinance requesting an extension of Chapter 18, Article 4, Section 18-90(H), of the Hawaii
County Code 1983 (2005 Edition, as amended), the island-wide Hele-On bus route kokua zone to
December 31, 2010.
There were three testifiers, all in support of the resolution.
Transit Agency Director Thomas Brown appeared before the committee with a report outlining
the past successes since the Kokua program was first implemented in 2005. Ridership continues
to rise and September 2009 saw a new record high of more than 80,000 rides provided.
Ridership in 2010 is expected to exceed 1,000,000 for the first time. New routes and additional
equipment are on the way, including a new double deck bus to be delivered next year.
Council member Pete Hoffmann spoke supportively of this program and credited Mayor Kim for
launching it and also praised Mayor Kenoi for expanding it.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose
and intent of Bill 168 and recommends passage at first reading.
