This is the first time I have given testimony in front of the Hawaii County Council. I am opposed to Bill 132 as I believe that it will not work as intended. Transparency is a noble goal for government, but it is questionable whether the bill increases transparency or just transfers power from the Executive Branch to the Legislative Branch of our County government. Furthermore, I have concerns that the conditions imposed upon buyers in Bill 132 will create a situation where it will be difficult, if not impossible to sell the County's Hamakua lands. These land sales were included in this year's County Budget which passed 8 to 1. In these difficult economic times, I believe we need to be fiscally prudent, and if Bill 132 is passed, and the proposed land sales are not completed, how do you propose to make up the deficit?
