ON BILL NO. 132
RELATING TO COUNCIL APPROVAL FOR CERTAIN LAND TRANSACTIOI SP 1
November 3, 2009
Chair Yoshimoto and members of the Hawaii County Council, thank you for the opportunity to
submit testimony in opposition of Bill No. 132.
The Hawaii Government Employees Association, AFSCME, Local 152, AFL-CIO, opposes
Bill 132 (Draft 3). It is our understanding that the County Council already has the authority to
approve and set the conditions under which land owned by Hawaii County can be sold, leased, or
disposed by auction. When the administration submits a resolution to the County Council to
request permission to sell county land, the Council, by amendment, can make sure that they have
final approval.
Bill 132 (Draft 3) would actually take away the flexibility currently provided to the County
Council on the disposition of real property and add unnecessary bureaucracy to the process. We
believe the existing provisions under Article 19, Section 2-111 of the Hawaii County Code
(Powers of Council) are sufficient and do not require expansion.
