The smaller portion of HIS MAJESTY'S ROYAL DOMAIN, became HIS
PERSONAL LANDS, for himeself, his HEIRS, and his SUCCESSORS, forever.
The lands are known as the CROWN LANDS. In this division, HIS
MAJESTY KAMEHAMEHA III, signed and sealed the following document,
which was taken from the "MAHELE BOOK". It was written in Hawaiian,
and an English Translation follows:

Section 19-89.5 Kuleana land exemptions.
(a) For the purposes of this section, "kuleana land" means those lands granted to
native tenants pursuant to L.1850, p. 202, entitled "An Act confirming Certain Resolutions
of the King and Privy Council, Passed on the 21st Day of December, A.D. 1849, Granting to
the Common People Allodial Titles for Their Own Lands and House Lots, and Certain
Other Privileges,' as amended by L. 1851, p. 98, entitled "an Act to Amend An Act
Granting to the Common People Allodial Titles for Their Own Lands and House Lots, and
Certain Other Privileges" and as further amended by subsequent legislation.
(b) Those portions of real property zoned as residential or agricultural, and designated
as kuleana land, shall pay the minimum real property tax set forth in subsection 19-90(g)
as long as the real property is owned in whole or in part by a lineal descendant of the
person(s) that received the original title to the kuleana land.
(c) An application for this exemption shall be filed with the director on forms
prescribed by the director. The application shall include documents verifying ownership
of the portion of the parcel and that the condition set forth in subsection (b) has been
satisfied. Verification of the condition set forth in subsection (b) shall be satisfied by
either genealogy verification by the Office of Hawaiian Affairs or by court order stating that
the applicant is a lineal descendant of the person(s) that received the original title to the
kuleana land. The applicantilandowner shall be responsible for all costs.

RENDER THE SAME INALIENABLE.
WHEREAS, by the Act entitled "An Act relating to the lands of His Majesty the King, s _1 2
and of the Government," passed on the 7th day of June, A. D. 1848 it appears by the q f
Preamble, that His Most Gracious Majesty Kamehameha III, the King, after reserving
certain lands to himself as his own private property, to surrender and make over unto. s ,
his chiefs and the greater portion of his Royal Domain. And whereas, by the c r

of Kamehameha III., to have and to hold to himself, his heirs and successors forever; = s.
and that the said lands shall be regulated and disposed of according to his royal will i,

SECTION I. The Minister of Finance is hereby authorized to issue Exchequer
Bonds, with coupons attached, to the amount of not more than thirty thousand dol-
lars, said bond to bear interest, at not more than twelve per cent. per annum, pay-

able half yearly, and to be redeemable at such times within the next twenty years, as
the said Minister of Finance shall deem expedient, which said bond shall be issued l t
whensoever necessary to the Commissioners of Crown Lands, hereinafter provided
for, to be used to extinguish those mortgages which may remain unsatisfied after the

Administrator of his late Majesty's Estate has exhausted all the Estate belonging to
his late Majesty, in a private capacity, which the said Administrator may be legally v
t entitled to use for the payment of the debts of the Estate. + T
SECTION 2. Full authority is hereby given to such Commissioners, jointly with Y
Y', the Minister of Finance, to negotiate for the redemption of the mortgages in the pre-
ceding section referred to, and dispose of the said Exchequer Bonds for that purpose,
{ in such manner as maybe most advantageous to the public interest.

SECTION 3. It is further enacted, that so many of the lands which by the Statute
enacted on the 7th of June, 1848, are declared to be the private lands of His Majesty
Kamehameha Ill., to have and to hold to himself, his heirs and successors forever, as
maybe at this time unalienated, and have descended to His Majesty Kamehameha
z 7 V., shall be henceforth inalienable, and shall descend to the heirs and successors of
the Hawaiaan Crown forever; and it is further enacted, that it shall not be lawful here-
after to execute any lease or leases of the said lands, for any term of years to exceed Y fti-

+f r SECTION 4. The Commissioners of the Crown Lands shall have full power and i r
authority to make good and valid leases of the said lands for any number of years not.

persons, to be appointed by His Majesty the King, two of whom shall be appointed

tion, and the other shall act as Land Agent, and shall be paid out of the revenues of
the said land, such sum as may be agreed by His Majesty the King.
