HomeMy WebLinkAboutCOM 0564.001 2008-2010 j A G R E E M E N T THIS AGREEMENT, made and entered into this day of 2009, by and between the CITY AND COUNTY OF HONOLULU, hereinafter called the ".CITY," and the COUNTY OF HAWAII, hereinafter called the "COUNTY." WITNESSETH THAT: WHEREAS, the CITY and the COUNTY agree under this cost sharing agreement that the CITY shall provide certain services to support the COUNTY's real property tax program under the terms and conditions described herein; NOW THEREFORE, the parties hereto agree as follows: 1. SCOPE OF SERVICES. The CITY shall provide the COUNTY with technical services, including the development and maintenance of an appraisal manual; the development and maintenance of a building classification manual; training and technical support for valuation methodology, including market modeling, cost, and reconciliation; and technical support for standards, procedures, and reports, including any non-appraisal manuals, relating to system-wide quality controls. Unless otherwise provided for in this agreement, the aforementioned services shall be limited to areas of statewide concern, common to all counties and provided in editable electronic formats. Dote (NOV 0 CITY shall furnish and provide additional services as may be requested by the COUNTY and agreed to by the CITY, said services being in addition to services described hereinbefore. The time for CITY's performance of services shall be as agreed upon between the CITY and the COUNTY. 2. COMPENSATION AND PAYMENT. The COUNTY shall pay the CITY on or before the 20th day after the close of each of the four (4) calendar quarters in each year, the sum of $29,280 _ 4 = $7,320, and the COUNTY agrees that said actual costs shall be the .Contract Price. The Contract Price shall be adjusted annually for any changes in labor costs incurred by the City. Full payment by the COUNTY of the Contract Price shall be made within twelve (12) months of the close of the term of this AGREEMENT. The CITY shall provide the COUNTY a detailed accounting to show the computation of its charges. 3. COMPENSATION AND PAYMENT FOR ADDITIONAL SERVICES. The price for any additional services provided under Paragraph 1, SCOPE OF SERVICES, such as educational offerings, including IAAO courses and in-house classes, shall be the actual costs thereof. The billing for such additional services shall be separately submitted by the CITY to the COUNTY and shall contain an accounting showing the computation of the price. Full payment by a the COUNTY for additional services provided by the CITY under said Paragraph 1, shall be made within thirty (30) days after the date of billing for such services. 4. TERM OF THE AGREEMENT. The term of this AGREEMENT shall be effective for a period of 60 (60) months, commencing July 1, 2009 and ending June 30, 2014, subject to available funding. This AGREEMENT may be terminated by either party provided that six (6) months prior written notice is given to the other party. 5.DESIGNATION OF LIAISON OFFICER. The parties hereto shall, upon execution of this AGREEMENT or immediately thereafter, each designate a representative to act as liaison officer for the purpose of coordinating the work required to be performed pursuant to this AGREEMENT. Additionally, the designated liaisons shall form an advisory committee to provide input in scheduling core services and any additional services for each year. 3 i IN WITNESS WHEREOF, the parties hereto have caused this AGREEMENT to be executed as of the date first written above.
