COUNTY OF HAWAII - STATE OF HAWAII
RESOLUTION NO. 325
WHEREAS, Act 195 of the Session Laws of Hawaii 1965 has
provided more than 15 million dollars and earlier Acts have
prOVided additional millions of dollars to be expended for
Capital Improvement:Projects in the Island and County of
Hawaii; and
WHEREAS, the Capital Improvement Projects constitute
an indispensable foundation for sound development of the
economy of the Island and County of Hawaii; and
WHEREAS, the development of the Island and County of Hawaii
has declined considerably in recent months with the laying off
as of October, 1965, of about thirty per cent of the average
number of contract construction workers who were employed
during the first half of 1965 and one major construction firm
having to release about seventy per cent of its employees

during the same period; and

WHEREAS, to generate new employment opportunities, to
develop new economic opportunities, to strengthen existing
opportunities and to alleviate conditions of substantial and
persistent unemployment and underemployment in a county which
was designated a Redevelopment Area under the Area Redevelopment
Act of 1961, on December 30, 1961, the County of Hawaii desires
to proceed with and continue a vigorous development of the
great. potential resources of said Island and County,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS
in and for the County of Hawaii that the Honorable John A. Burns,
Governor of,.the State of Hawaii, be and is hereby respectfully
requested to release the appropriations for Capital Improvement
