Your Committee on Finance, to which was referred Resolution No. 271-09, reports as follows:
Resolution No. 271-09, transmitted by Finance Director Nancy Crawford, via Communication
No. 610, dated November 5, 2009, amends transfers funds as follows:

Pursuant to Section 2-179 of the Hawai'i County Code, the Geothermal Relocation and
Community Benefits Fund is to be administered by the Planning Department. The Planning
Department is authorized to establish a program for the relocation of owner-occupants residing
neat the Puna Geothermal Venture's plant and who want to be permanently relocated, and to
fund expenditures for the benefit of lower Puna; including but not limited to, road improvements,
water infrastructure development, land acquisition, parks and recreational facility needs, civil
defense, and mass transit improvements. Expenditures from this fund are to be made in
accordance with appropriations adopted by the Hawai'i County Council after receiving
recommendations from the Planning Director
Due to the closure of the P1ihoa Elections office and the expiration of the Council's current lease,
beginning December 2009, the Pahoa Council Office will relocate to the former P1ihoa Elections
office. The lease expires July 31, 2012 and will not be affected by the change of occupants. The
Property Management Division ofthe Department of Finance has accepted the responsibility of
paying the monthly lease rent from the Geothermal fund, thus, the transfer of funds is necessary.
The transfer amount reflects seven months of rent and has received the recommendation of
Planning Director BJ Leithead Todd.

County Clerk Kenny Goodenow thanked Council Member Naeole for graciously agreeing to the
relocation, which will save the county approximately $2,000 per month.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 271-09,
and recommends its adoption.
