SUBJECT: Bill Amending Chapter 14, Hawaii County Code 1983 (2005 Editions, as
Amended) by Adding a New Article Pertaining to Plastic Bag Reduction
Attached for your consideration is a bill relating to the reduction of plastic bags available at
checkout.
Both Maui and Kauai have adopted similar ordinances.
This bill has been drafted in collaboration with the Department of Environmental Management
and several retailers, both big and small, and also replies to the concerns from the previous
administration's Sept. 19, 2008, veto letter. In particular, we have included a specific exception
for 501(c) organizations.
Please place this resolution on the appropriate Council Committee agenda scheduled for
January 5, 2010.
