WHEHEAS~ by Committee Report No. 47~ the Economic
Hesearch and Development Committee has recommended the
creation of one position of Director of Economic Research
and Development (SR-27) and one position of Clerk-
Stencigrapher 'SH-9) in the Depart~ent of Board of
Supervisors (Section 8.02); and
WHEREAS~ the dutie,s and responsibilities of the
position of DirectOr of Economic Research and Development
are spelled out, in the job specifications~ a copy of which
is attached hereto and made a part hereof; and
WHEREAS~ it is the desire of the Board of SuperviSOrs
to make the position of Director of Economic Research
and Development a Civil Service position and the appointing
authcirity be the Board of Supervisors~
NOW, THEHEFOHE, BE IT RESOLVED BY THE BOARD OF
SUPERVISORS OF THE COUNTY OF HAWAII that' one new posi tion
of Director of Economic Research and Development (SH-27)
and one new position of Clerk-Stenographer (SR-9) are
hereby created in the Department of Board of Supervisors
(Section 8.02) and that the appointing authority is
authorized to fill said positio~of Director of Economic
Research and Development and Clerk-Stenographer in
accordance with the rules and regulations of the Civil
Service Commission and to pay to the employees selected
(
compensation as ~rovided by law.
BE IT FURTHER RESOLVED when the salary ordinance is
next amended~the positions hereinabove created be incorporated
therein. .

Responsible for the overall direction of the research and
economic development program of the County of Hawaii within
the bz~ad framework of policies established by the Commission;
and performs other related duties as required.
Qistingui~binq Characteristics:

Plan6 and executes the economic research and development
program of the County of Hawaii; plans and supervise$ the
issuance of special publicat~onsB newspaper and magazine
articles designed to increase interest in and secure favOrable
reaction to the program; develops and prepares public informa-
tional and educational materials ~nd promotes public under-
standing and support of the research and development program;
prepares articles for news releases and fOr radio and tele-
vision; appears in behalf of the Commission before community
and civic organizati.ons and legislative bodies to explain the
economic research development program" projects and proposals;
services business and public by responding to inquiries and
mainland Golicitations and advertising; conducts independent
research of economic factors affecting the county operations
for purpose of estimating revenues and probable tax yielas~;
plansh organizes and Coordinates the research and economic
development programs by conducting research and studies on
research and economic development practices in other juris-
dictions; prepares reports and recommendm to the Commis$ion for

adoption of workable program. providing additional data
and information for improving the woxkable program;
represents the Commission at meetings and conferences with
various governmental officers and agencies and private
individuals and agencies to inform and to obtain cooperation
of these various individuals and agencies fOr the successful
operation of the workable program; keeps informed of
developments on the workable program by correspondence and
conferences to effectively coordinate all activities;
prepares annual reports; reviews policies and activities
fOr effect on public relations and recommends changes;
directs the staff and manages office by handling personnel
and other administrative matters; directs the formulation
of operational policies and procedures; conducts 6rganizational
studies and studies on work processes; acts as liaison
between Commission and various governmental offcials and
the public; arranges and conducts tours of projects for
promoting the economic development program of the County

responsible experience in research analysis Or administrative
analysis of which 2 years shall.have been in an adminis-

social sciences; Or (2) any equivalent combination of
experience and trainingo
