RESOLUTION NO. 262
WHEREAS, the Economic Research and Development Committee has recom-
mended the creation of one position of Coordinator of Economic Research
and Development and one position of Assistant Clerk-Stenographer in the
Department of Board of Supervisors (Section 8,02); and
WHEREAS, the duties and responsibilities of the position of Coordinator
of Economic Research and Development are spelled out in the job specifications,
a copy of which is attached hereto and made a part hereof; and
WHEREAS it is the desire of the Board of Supervisors to make the -yA
positionsof Coordinator of Economic Research and Development , Civil Service
positions and the appointing authority be the Board of Supervisors,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE
COUNTY OF HAWAII that one new position of Coordinator of Economic Research
and Development i tand one new position of Assistant Clerk--Stenographer are
hereby created in the Department of Board of Supervisors (Section 8,02)
and that the appointing authority is authorized to fill said positions of
Coordinator of Economic Research and Development and Assistant Clerk-
Stenographer in accordance with the rules and regulations of the Civil

Service Commission and to pay to the employees selected compensation as
' provided by law,
BE IT FURTHER RESOLVED when the salary ordinance is next amended,
the positions hereinabove created be incorporated therein,
° BE IT FURTHER RESOLVED that the County Clerk be directed to forward
° a_copy each of this resolution to the departments of Board of Supervisors,
o Civil Service, County Auditor and County Attorney for their information.

5Amendment to Resolution No. 262:
Mrs. Hale moved "that paragraph 3 be amended 'to make the positions of
Coordinator of Economic Research and Development and Assistant Clerk-
Stenographer Civil Service positions and the appointing authority be
the Board of Supervisors. Seconded by Mr. Tanaka and unanimously
carried.

COORDINATOR, ECONOMIC RESEARCH AND DEVELOPIVMT
Duties & Responsibilities:
1. Administers the economic research and development program of the
County of Hawaii within the broad framework of policies established by the
Commission and/or the Board of Supervisors.
2. Coordinates the research and economic development programs by
conducting research and studies on research and economic development
practices in other jurisdictions.
3. Acts as liaison between Commission and Board and other various
governmental officials and the public.
4. Represents the Commission at meetings and conferences with
various governmental officers and agencies and private individuals to
inform and to obtain cooperation of these various individuals and agencies
for the successful operation of the workable program.
5. Appears in behalf of the Commission before community and civic
organizations and legislative bodies to explain the economic research
development program, projects and proposals.
6Q Develops and prepares public informational and educational.
materials and promotes public understanding and support of the research
and development program.
7. Prepares articles for news releases and for radio.
8. Services business and public by responding to inquiries and main-
land solicitations and advertising.
9. Conducts independent research of economic factors affecting the
County operations for purpose of estimating revenues and probable tax
yields.
10. Prepares reports and recommends to the Commission for adoption
of workable program, providing additional data and information for improving
the workable program.
11. Keeps informed of developments on the workable program by cor-
respondence and conferences to effectively coordinate all activities.

matters,
13, Arranges and conducts tours of projects for promoting the economic
development program of the County of Hawaii,
