COUNTY OF HAWAII - STATE OF HAWAII
RESOLUTION NO. 287
REQUESTING THE GOVERNOR OF THE STATE OF HAWAII TO ISSUE
GENERAL OBLIGATION BONDS FOR WATER DEVELOPMENT PROJECTS
IN THE COUNTY OF HAWAII PURSUANT TO ACT 22, FIRST SPECIAL
SESSION OF THE STATE LEGISLATURE, 19590
WHEREAS, section 1 of Act 22, First Special Session
of the State Legislature, 1959, appropriates the sum of
SIX MILLION DOLLARS ($6,000,000,00) out of any moneys
hereafter received by the treasurer of the State of
Hawaii, for or on account of bond-funds, for the construc-
tion of water development projects throughout the State of
Hawaii; and
U.,HEREAS, section 1 of said Act 22 further authorizes
the issuance of general obligation bonds in excess of
the debt limit established by our State Constitution;
provided the excess debt authorized by said Act 22, when
added to the funded debt outstanding and unpaid and to
the amount of all unissued bonds previously authorized
in the manner provided by the second sentence of the
second paragraph of section 3 of Article VI of the
Constitution of the State of Hawaii, shall not cause
the total of such State indebtedness to exceed a sum
equal to fifteen per cent of the total of assessed
values for tax rate purposes of real property in the
State as determined by the last tax assessment rolls
purusant to law; and
WHEREAS, section 2 of said Act 22 allocates ONE
MILLION TVtiO HUNDRED THOUSAND DOLLARS ($1,200,000,00) out
of the appropriation of SIX MILLION DOLLARS ($6,000,000,00)
to the construction of water development projects in the

County of Hawaii in the follo-wing manner:
Kona water development $400,000.00
East Hawaii water, development 800,000,00
$1,200,000.00; and
1h]HEREAS, the county of Hawaii is anxious to begin
the construction of water development projects designated
by acts of prior Territorial Legislatures for which
projects moneys have not been heretofore partially or
fully allotted.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
SUPERVISORS in and for the County of Hawaii that the
Honorable Governor of the State of Hawaii be and he
is hereby requested to issue general obligation bonds
in the sum of ONE MILLION TVvO HUNDRED THOUSAND DOLLARS
($1,200,000.00) for the construction of water development
projects in the county of Hawaii pursuant to the provisions
of Act.22, First Special Session of -the State Legislature,
1959.
BE IT FURTHER RESOLVED that the Clerk of the County
of Hawaii be and she is hereby authorized and directed
to forward copies of this resolution to the Honorable
Governor of the State of Hawaii and the Board of ',Hater
Supply, County of Hawaii.
