COUNTY OF HAWAII - TERRITORY OF HAWAII
RESOLUTION N0. 49
WHEREAS, there is a need for a planned, coordinated program
.for the immediate development and promotion of the economic
potential of the County of Hawaii and for the implementation of
the ideas of various planning bodies,
NOW THEREFORE, BE IT RESOLVED by the Board of Supervisors, in
and for the County of Hawaii that there is hereby created a commis-
sion for Economic Research and Development organized as follows;
Section I. The commission shall consist of ten (10) members,
six (6) of%,,. whom shall constitute a quorum. The members shall be
appointed `by the Chairman and Executive Officer of the Board of
Supervisors, County of Hawaii, with the approval of the Board of
Supervisors of said County, to serve for a term of four (4) years
or until their successors are appointed and qualified; provided,
however, that of the first members appointed, five (5) members
shall be appointed for a term of two (2) years; provided also, that
one member shall be the Chairman of the Economic Research and

' Development Committee of the Board of Supervisors. Any vacancy in
O~ membership of the commission shall be filled by appointment for the
remainder of the unexpired term. The Chairman and. Executive Officer
of the Board of Supervisors.. shall name one of the members to act as
chairman of the commission. The members of the commission shall
serve without compensation but shall be entitled to receive reason-
able traveling expenses beyond the city limits of Kilo fer the
attendance of meetings or for the performance of official functions
of the commission.
Section II. Function of commission. . ,The commission shall
look into all available reports and studies pertaining to the

development of the economic potential of the County of Hawaii.
Reports and Recommendations for the implementation of all ideas
shall be made to the Board of Supervisors periodically. The
commussion may conduct such other programs of study, education,
planning, promotion and research as they deem fit.
Section 3. Subject to the applicable laws of Chapters 3
and 4 of the Revised Laws of Hawaii 1955 as amended, the
commission shall have power to appoint and employ a research
analyst and such other employees as may be necessary to carry
out the functions of the commission.
Section 4. There is hereby appropriated $2,500.00 from
.the general fund of the County of Hawaii for the use of the
commission in carrying out the functions of the commission.
