COUNTY OF HAWAII - TERRITORY-OF HAWAII
RESOLUTION NO.

WHEREAS, the Territory of Hawaii does not~have an
adequate water transportation system; and
WHEREAS, further development of. the economy of the
Territory of Hawaii and particularly -the County of Hawaii
and improved inter-island water transportation are inter-
dependent; and
inHER'AS, it is imperative that the economy of the
County of Hawaii be developed considerably in the
immediate future; and
WHEREAS, private enterprise is desirous of

instituting desirable water transportation services
between -the islands of the Territory of Hawaii, using
vessels of less than 100 tons-constructed and operated
on the "hydro-foil" principle; and
,WHEREAS, this concept of water transportation has
received an enthusiastic response frorri the people of
Hawa'i'i and would, if realized, do much to solve the inter-
island water transportation service problem; and
WHEREAS, the. type Vnd size of vessel needed for such

service is known to be constructed only by and at the

shipyard in the United States is capable of constructing

such a'vessel in less than approximately two years; and
WHEREAS, H. R. 11308 has been introduced by
Territorial Delagate to Congress John A. Burns.inl.the'
House of Representatives, 85th Congress which will permit

the use of foreign-built hydro-foil vessels in the
coastwise trade of the Territory of Hawaii,
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF
SUPERVISORS in and for the County of Hawaii, that private
enterprise seeking to institute fast water transportation
.services between the islands be and is hereby encouraged
and support thereof is hereby pledged; and
BE IT FURTHER RESOLVED that the Congress of the
United States of America be and it is hereby respectfully
requested that H. R. 11'08, permitting the use of foreign.
built hydro-foil vessels in the coastwise trade of the
Territory of Hawaii be given favorable consideration; and
BE IT FURTHER RESOLVED that duly certified copies
of this resolution be forwarded to the Honorable Dwight
D. Eisenhower, President of the United States; to the
Honorable Richard M. Nixon, Vice-President ofthe United

Honorable Sam Rayburn, Speaker of the United States House
of Representatives; to'the Honorable James E. Murray,
