RESOLUTION CREATING A LITTLE HOOVER COMMITTEE TO STUDY
AND REORGANIZE QCII DEPARTMENT OF THE COUNTY OF HAWAII
FOR THE PURPOSE OF PROMOTING GREATER ECONOMY AND EFFICI-
ENCY IN THE OPERATION OF THE COUNTY GOVERNMENT.
WHEREAS; the steady outward migration of people from
the County of Hawaii during the last ten years has adversely
affected the economy of the 'County of Hawaii; and
WHEREAS, the cost of operating the county government
has increased tremendously during this same period,
especially during the last one year,; and
WHEREAS, the revenues of the County of Hawaii have
not increased commensurately with the rising cost of
operating our county government; and
WHEREAS, there is an urgent need for a realistic
reappraisal of all segments of the county government to
insure greater economy and efficiency in the operation

of our government,
NOW, TI-KEFORE, BE IT RESOLVED by the board of
supervisors in and for the county of Hawaii that a Little
Hoover Committee be and it is hereby created to study and
reorganize eachldepartment of the county government with
the objective of promoting greater economy and efficiency
in the operation of our government.
BE IT FURTHER RESOLVED that the membership of the
Little Hoover Committee shall consist of the following:
1. Chairman of the board of supervisors
2. Chairman, Finance Committee
3. Chairman, Public Works Committee-
4. Personnel Director
5. Each department head when his department is
under consideration.

6. One representative from the Hawaii Island
Chamber of Commerce
7. One representative from the Japanese Chamber
of Commerce acid Industry

appoirited by the chairman and approved by
the board of supervi-so-rs)
BE IT FURTHER RESOLVED that each department head be
and he is hereby instructed and directed to submit to the
board of supervisors on or before the 31st day of Nlay,
1958 a functional table of organization, complete lvith
duties avid responsibilities of each position, based on the
present classification plan of his department.
BE IT FURTHER RESOLVED that the county clerk be and
he is hereby instructed and directed to send copy each
of this resolution to all department heads of the county
of Hawaii..
