COUNTY OF HAWAII - TERRITORY OF HAWAII
RESOLUTION NO.
RESOLUTION CREATING A SPECIAL COMMITTEE TO STUDY THE
REORGANIZATION OF EACH DEPARTMENT OF THE COUNTY OF
HAWAII FOR THE PURPOSE OF PROMOTING GREATER ECONOMY AND
EFFICIENCY IN THE OPERATION OF THE COUNTY GOVERNMENT.
WHEREAS, the steady outward migration of people from
the County of Hawaii during the last ten years has adversely
affected the .economy of the County of Hawaii; and
WHEREAS, the cost of operating the county government
has increased tremendously during this same period,
especially during the last one year; and
WHEREAS, the revenues of the County of Hawaii have
riot increased commensurately with the rising cost of
operating our county government; and
WHEREAS, there is an urgent need for a realistic
reappraisal of all segments of the county government to
insure greater economy and efficiency in the operation of
our government,)
NOW4 THEREFORE, BE IT RESOLVED by the board of
supervisors in and for the county of Hawaii that a
Special Committee be and it is hereby created to study and
reorganize each department of the county government with
the objective of promoting greater economy and efficiency
in the operation of our government.
BE IT FURTHER RESOLVED that the membership of the
Special Committee shall consist of the following:
1. Chairman of the Board of Supervisors
2. Chairman, Finance Committee
3. Chairman, Public Works Committee
4: Personnel Director
5. One representative from the public at large

6. One representative from labor
7. One representative from industry
BE IT FURTHER RESOLVED that the persons representing
the general public, labor and industry be appointed to
said special committee by a committee consisting of:
1. Chairman of the board of supervisors
2. Chairman, Finance Committee
3. Chairman., Public Works Committee
BE IT FURTHER RESOLVED that each department head be
and he is hereby instructed and directed to submit to the
board of supervisors on or before the 31st day of May,
195B a functional table of organization, complete with
duties avid responsibilities of each position, based on the
present classification plan of his department.
BE IT FURTHER RESOLVED that the county clerk be and
he is hereby instructed and directed to send copy each
of this resolution to all department heads of the county
of Hawaii.
