Your Committee on Finance, to which was referred Communication No. 1071, reports as
follows:
Communication No. 1071, transmitted by Hawaii State Association of Counties (HSAC) Vice
President Al Smith, dated November 6, 1998, submits highlights of the HSAC Executive
Committee meeting of October 23, 1998, and requests the Council's consideration of two
proposed HSAC resolutions.
The first measure supports the Western Governors Association's new set of environmental
principles called "Enlibra" which means moving towazd balance. This policy is endorsed by the
National Association of Counties as the conceptual framework for stewazdship for the new
millenium.
The second measure supports the establishment of collaborative partnerships between the
College of Tropical Agriculture and Human Resources (CTAHR) and the Counties of the State
of Hawaii.
Your Committee on Finance is in accord with the purpose and intent of Communication
No. 1071 and recommends its approval.
