Your Committee on Finance, to which was referred Resolution No. 15-98, reports as follows:
Resolution No. 15-98, transmitted jointly with Bill No. 16 by Finance Director Harry Takahashi,
via Communication No. 59, dated December 18, 1998, authorizes the County of Hawaii to enter
into an agreement with the State Depaztment of Education for a Hawaii DARE/DOE Grant.
The State Department of Education has authorized funding for expenses to conduct DARE
Leadership Institutes, Pazents Program and DARE Day. Funding has also been provided for
training of officers and instructional supplies for classrooms.
Pursuant to Section 46-8, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
The Mayor is hereby authorized to enter into an agreement with the State of Hawaii which will
effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 15-98
and recommends its adoption.
