Your Committee on Finance, to which was referred Communication No. 67, reports as follows:
Communication No. 67, transmitted by Mayor Stephen K. Yamashiro, dated December 22, 1998,
nominates the following individual to the 1999 Hawaii County Charter Commission.
Representing the districts of North and South Kohala is Mr. John B. Ray. A 27-year resident of
Hawaii, Mr. Ray recently served as a Hawaii County Council Member and currently serves as
the president of the Hawaii Leewazd Planning Conference. A Republican, Mr. Ray is a member
of the Family Support Services of West Hawaii, the Waimea Main Street Organization, and the
Waimea Salvation Army.
Pursuant to Article XV, Section 15-3, Hawaii County Charter, the mayor with the confirmation
of the council, shall appoint a charter commission composed of eleven members to study and
review the operation of the governrnent of the county under this charter. Commission members,
no more than a majority of whom shall belong to the same political party, shall be representative
of the various geographical azeas of Puna, Ka'u, Kona, Kohala, Hamakua, and Hilo.
Your Committee on Finance recommends confirmation of the appointment of John Ray to the
1999 Hawaii County Charter Commission.
