Your Committee on Finance, to which was referred Resolution No. 19-99, reports as follows:
Resolution No. 19-99, transmitted jointly with Resolution Nos. 20-99 and 21-99, by Finance
Director Harry Takahashi, via Communication No. 69, dated December 23, 1998, authorizes the
Office of the Mayor to enter into an agreement with the State Department of Transportation for a
sobriety checkpoint grant.
The State Deparhnent of Transportation, through funds derived from grants provided by the
federal government, has authorized funding for Hawaii County sobriety checkpoint expansion
and youth deterrence. The Hawaii County Police Department will be scheduling DUI roadblocks
during major holidays and the graduation period. Furthermore, efforts will be made to control
youth drinking during the summer vacation period.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreement with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
The Mayor of the County of Hawaii is authorized to sign the above referenced agreement and
any related documents on behalf of the Office of the Mayor and the County of Hawaii pursuant
to the Hawaii County Charter.
Your Committee on Finance is in accord with the purpose and intent of Resolution no. 19-99 and
recommends its adoption.
