Your Committee on Finance, to which was referred Bill No. 21, reports as follows:
Bill No. 21, transmitted by Finance Director Harry Takahashi, via Communication No. 75, dated
December 29, 1998, amends Ordinance No. 98-49, as amended, the Operating Budget ending
June 30, 1998. The amendment is as follows:

3302.38 Federal Grants -Preliminary Breath Testing Devices General $7,500
To:
010-201-5219.68-480 Preliminary Breath Testing Devices - Misc Equip General $7,500
The State Deparhnent of Transportation, through funds derived from grants provided by the
federal government, has authorized funding for the Hawaii County Police Department to
purchase eight (8) preliminary breath testing devices. These devices will allow officers to do
preliminary tests on suspected DUI/drug persons at the scene. By testing persons at the scene,
only those with positive results will be transported to the police station and charged.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 21 and
recommends it pass first reading.
