COMMITTEE ON FINANCE
DATE: February 2, 1999 Re: Comm. No. 109/Bill No. 27
PLACE: Councilroom
TIME: 10:45 A.M.
Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Finance, to which was referred Bill No. 27, reports as follows:
Bill No. 27, transmitted by Finance Director Harry Takahashi, via Communication No. 109,
dated January 21, 1999, amends Ordinance No. 98-50, as amended, the Capital Budget ending
June 30, 1999, by adding the following project:
PUBLIC WORKS
Palai Stream Flood Control (110-299-5292.17-115) $400,000
Funds for this project shall be provided from:
General Obligation Bonds, Capital Projects Fund - $400,000
Fund Balance and/or Other Sources
The aforementioned funds will provide the County's matching share for the development of the
Palai Stream Flood Control Project by the U.S. Army Corps of Engineers. Developed in the
early'70s, this project was to channelize the 4-mile creek into the Panaewa Forest and to divert
Palai Stream into the new channel. In 1975 the channel system was completed at a cost of
$1,911,194. Although the County acquired the lands to divert Palai Stream, construction funding
never materialized.
With the recent completion of the Alenaio Flood Control System, Palai Stream is the last
uncontrolled stream running through urbanized Hilo. The stream creates a major flood zone
from Haihai Street below the Hilo Municipal Golf Course to Waiakea Pond. By diverting the
Palai Stream into the Waiakea Uka Flood Control Channel the entire flood zone will be
eliminated.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 27 and
recommends it pass first reading.
