Your Committee on Finance, to which was referred Resolution No. 24-99, reports as follows:
Resolution No. 24-99, transmitted jointly with Resolution No. 25-99, by Finance Director Harry
Takahashi, via Communication No. 74, dated December 29, 1998, authorizes the Office of the
Mayor to enter into an agreement with the State of Hawaii for a victim witness assistance
program grant.
The State Department of the Attorney General, through funds derived from grants provided by
the Hawaii State Legislature, has authorized funding for expenses to assist victims and witnesses
in the judicial process.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreement with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
The Mayor of the County of Hawaii is authorized to enter into Negotiated Agreement for Grant
Contract Number 98-W-4 on behalf of the Office of the Mayor and the County of Hawaii
pursuant to the Hawaii County Charter.
Originally heazd on January 15, 1999, this measure was deferred pending further information
from the Office of the Prosecuting Attorney.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 24-99
and recommends its adoption.
