Your Committee on Finance, to which was referred Communication No. 112, reports as follows:
Communication No. 112, transmitted by the Hawaii State Association of Counties (HSAC) Vice
President Al Smith, dated January 21, 1999, submits highlights of the HSAC Executive
Committee meeting of January 20, 1999, and requests the approval of an additional proposal for
inclusion into the HSAC 1999 Legislative Package.
The measure proposes to provide the government and government employees immunity from
any injuries sustained by persons by a natural condition of any on unimproved public property,
including, but not limited to, any natural condition of any lake, stream, bay, river, or public
beach.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 112
and recommends the Public Land Liability Immunity proposal be included in the 1999 HSAC
Legislative Package.
