Your Committee on Finance, to which was referred Resolution No. 37-99, reports as follows:
Resolution No. 37-99, transmitted by Finance Director Hany Takahashi, via Communication
No. 135, dated January 28, 1999, authorizes the County of Hawaii to enter into an agreement
with the United States of America for a Local Law Enforcement Block Grant.
The United States of America through the Department of Justice, Office of Justice Programs, has
authorized funding for expenses to provide computers, printers, software, and related materials to
improve and enhance operation and communication within and between their offices, the Office
of the Prosecuting Attorney, and other agencies.
Pursuant to Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain
the consent of the council to enter into agreement with the federal or state governments
respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and
receive any funds or other assistance in connection with projects being or to be undertaken
pursuant to those powers.
The Mayor is hereby authorized to enter into Negotiated Agreement for Grant Contract Number
98LB VX4116 with the United States of America Department of Justice, Office of Justice
Programs, which will effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 37-99
and recommends its adoption.
