Your Committee on Finance, to which was referred Resolution No. 52-99, reports as follows:
Resolution No. 52-99, transmitted jointly with Bill No. 42 by Finance Director Harry Takahashi,
via Communication No. 168, dated February 18, 1999, authorizes the County of Hawaii to enter
into an agreement with the State Organized Drug Enforcement Task Force (OCDETF) through
the U.S. Deparhnent of Drug Enforcement Administration for a OCDETF grant.
The OCDETF through the U.S. Drug Enforcement Administration is desirous of providing
funding to the Hawaii County Police Department to cover overtime expenses and travel costs
incurred during specific investigations and prosecutions.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreement with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
The Mayor is authorized to enter into the above-referenced agreement, which will effectuate
these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 52-99
and recommends its adoption.
