WHEREAS, volcanic eruptions and lava flows have threatened the City of Hilo and Hilo harbor in the past., and there continues to be this ever-present danger;.and WHEREAS, the Committee on Public Works,'House of Representatives, Congress of the United States, adopted a resolution on September 27, 1951, authorizing for investigation a Hilo Lava Barrier Project with a request for $5,000 to prepare the report to initiate the study; and WHEREAS, no appropriation has ever been made to undertake this study; and WHEREAS, new methods and ideas resulting from studies made by the eminent volcanologist, Dr. Gordon MacDonald, during recent lava flows continue to indicate a need for a Hilo Lava Barrier Project for the protection of the City of Hilo and Hilo harbor. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS in and for the County of Hawaii that the Honorable John A. Burns, Delegate to Congress from Hawaii, be and he is hereby respectfully requested to exercise the good powers of his office to cause to be initiated by the Corps of Engineers, United States Army, a Hilo Lava Barrier Project and to procure adequate appropriations to institute said project at the earliest possible time. BE IT FURTHER RESOLVED that the County Clerk be and he is hereby authorized and directed to forward a copy of this resolution to the Honorable John A. Burns, Delegate to Congress from Hawaii.
