Your Committee on Finance, to which was referred Bill No. 47, reports as follows:
Bill No. 47, transmitted by Finance Director Harry Takahashi, via Communication No. 183,
dated February 23, 1999, amends Ordinance No. 98-50, as amended, the Capital Budget ending
June 30, 1999, by adding the following project:
PUBLIC WORKS
Hilo Central Fire Station Retrofit -Federal $96,000

Funds for this project shall be provided from:
Federal Grants Receivable $96,000
This project was initiated following a survey by FEMA that showed a major structural deficiency
in the hose tower at the Hawaii County Central Fire Station. The survey concluded that in a
major earthquake the hose tower was susceptible to collapse which could damage the station
sufficiently enough to render it inoperable, and also damage the Fire Department's dispatch radio
antenna which is mounted on the station roof.
To undertake the corrective work the Deparhnent of Public Works, through the State Of Hawaii
Office of Civil Defense, has received a matching grant from FEMA. FEMA will provide 50% of
the estimated funding for design and construction. An appropriation of $111,000 was approved
under Ordinance No. 97-140 to provide the County match portion.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 47 and
recommends it pass first reading.
