REQUESTING THE HONORABLE JOHN A. BURNS, DELEGATE TO CONGRESS
FROM HAWAII TO LOOK INTO THE POSSIBILITY AND TO DO WHAT HE
CAN TO AMEND THE FLOOD INSURANCE ACT OF 1956 TO INCLUDE
DAMAGES FROM LAVA FLOWS.
WHEREAS, the Federal Flood Insurance Act of 1956
was enacted to establish a program of Federal insurance
against the risks of loss resulting from flood; and
WHEREAS, a further purpose of this enactment is to
require a study and report on insurance against still
other natural disaster perils to the extent that such
insurance is not available on reasonable terms and
conditions from other public or private sources; and
WHEREAS, volcanic activity and its resulting lava
damages have been recurring sources of peril to the
economy and welfare of the people of the Island of Hawaii;
and
WHEREAS, insurance protection is not generally and
practically available against damages from lava flows in
Hawaii,
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors in and for the County of Hawaii that the
Honorable John A. Burns, Delegate from Hawaii to the
Congress of the United States of America, be and he is
hereby respectfully requested to exercise the good powers
of his office to probe the possibilities and secure an
i amendment to the Federal Flood Insurance Act so as to
include within its scope and coverage damages sustained

o a BE IT FURTHER RESOLVED that the Clerk of the County
of Hawaii be and he is hereby authorized and directed to
forward a copy of this resolution to the Honorable John
A. Burns, Delegate from Hawaii to the Congress of the
United States of America.
