Your Committee on Finance, to which was referred Resolution No. 57-99, reports as follows:
Resolution No. 57-99, transmitted jointly with Bill No. 48 by Finance Director Harry Takahashi,
via Communication No. 185, dated February 23, 1999, authorizes the County of Hawaii to enter
into an agreement with the United States of America for a Kaulunani Urban Forestry Grant.
The United States of America, through the Deparhnent of Land and Natural Resources, has
authorized funding for a tree planting project for Lincoln Park in Hilo.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreement with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
The Mayor is authorized to enter into Negotiated Agreement fot Grant Contract Number 99-8
with the Department of Land and Natural Resources, which will effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 57-99
and recommends its adoption.
