created by the expired term of Diane S. Vey.
Ms. Aronson will serve until December 31, 1994.

Kalani Honua's request for a 2" water line and

Inc., dated March 6, 1992, informing that FASCO
International, Inc. and Spaces, Ltd., have joined in a
joint venture and that Spaces, Ltd. will be acting on
FASCO International, Inc.'s behalf as Managing Partner
regarding the Alii Drive project. Further, that
Benzo & Associates and Acorn Enterprises, Inc. has no
further affiliation with the project.

AGRICULTURE TO CONSERVATION CLASSIFICATION CHANGES IN

Informs that Nansay Hawaii, Inc.'s proposal to satisfy
the golf course community benefit assessment condition
by donating 1) a Medivac helicopter; 2) a helicopter
hangar, hoist and flare; and 3) additional monies not
to exceed $3 million to be paid to the County or
targeted to specific projects as directed by the
Planning Director by December 31, 1993, is acceptable.
(The costs for the equipment purchased in Items 1 and 2
shall be deducted from this total).
Further informs they will begin processing the
necessary paperwork for the Council's approval of the
donations.

his concerns that negative impacts on traffic and
pedestrian safety from the proposed development by

Comm. 3300: From PC Chair Takashi Domingo, dated February 4, 1992,
in response to concerns by Council Chairman Russell
Kokubun, proposes an additional condition to Bill 550
regarding Hualalai Properties' pro rata share of
infrastructure improvements to Hualalai Road.
Comm. 3309: From Charles Clarke, Low Income Homes & Housing of
Hawaii, Inc., dated February 10, 1992, informing that
they are planning a 143-unit affordable rental housing
project in Kailua-Kona utilizing state and federal low
income housing tax credits and state rental subsidies.

Comm. 3309: Hualalai Road and in order to complete the construction
(Cont'd) financing for this project they need to reduce their
cost estimates and would like to explore the
possibility of reducing offsite improvement costs on
Hualalai Road by entering into early coordination with
other development plans for the area. Informs they
would like to work together with the various agencies
and parties that have plans for this area.
Comm. 3272: LAND USE PROCESS FOR ESTABLISHMENT OF GOLF CO RSES
(Bill 561) From Council Chairman Russell S. Kokubun, dated
January 31, 1992, submitting a bill relating to the
land use process for the establishment of golf courses.
Comm. 3379: From PC Chairman Takashi Domingo, dated March 5, 1992,
(Bill 584) submitting his proposed golf course bill for
consideration. States it is not an amendment to Bill
No. 561 but is a completely new bill that amends the
use permit process for golf courses which will be
reviewed by the Planning Commission and recommended to
the Council for consideration and action. Further
states, golf course criteria is also included in the
proposed bill for approval of a proposed golf course
development.
Comm. 3398: From Jerry Rothstein, Coordinator, Hawaii Island
Environmental Council (HIEC), dated March 3, 1992,
regarding whether or not the Planning Department
requires applicants for golf course use permits to
comply with the Department of Health's "Twelve (12)
conditions applicable to all new golf course
development." Transmits copy of his March 2, 1992
letter to Planning Director Norman Hayashi regarding
the matter.
Comm. 3415: From Henry A. Ross, dated March 11, 1992, transmitting
a copy of the State Department of Health's twelve
conditions applicable to all new golf course
development, dated January, 1992 (Version 4), and
requesting that these recommendations be made mandatory
for all golf courses, old and new, in this County.
