Your Committee on Finance, to which was referred Bill No. 57, reports as follows:
Bill No. 57, transmitted by Finance Director Harry Takahashi, via Communication No. 206, dated
March 18, 1999, amends Ordinance No. 98-SQ as amended, the Capital Budget ending June 30, 1999,
by adding the following project:
FINANCE
Real Property Tax Computer System (110-199-5199.05-115) $1,200,000
Funds for this project shall be provided from:
General Obligation Bonds, Capital Projects Fund, Fund Balance and/or Other Sources $1,200,000
Currently, the County of Hawaii pays the City and County of Honolulu approximately $250,000 per
year for computer services used in the assessment and billing for real property in the County.
Recently, City and County of Honolulu informed the County that they would be implementing a new
Real Property System which will increase costs to all users of their system.
Due to rising costs, Maui and Kauai Counties are planning to implement independent systems that may
result to even higher costs to the County of Hawaii. Therefore, it is imperative that Hawaii County
implements its own system.
Some members of Your Committee expressed concerns whether a CIP appropriation was the proper
vehicle to expedite the financing of this measure. The Administration was asked to seek a Corporation
Counsel opinion prior to the next Council meeting.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 57 and recommends it
pass first reading.
