Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 68-99, reports as follows: Resolution No. 68-99, transmitted by Finance Director Harry Takahashi, via Communication No. 216, dated March 23, 1999, authorizes the Office of the Mayor to enter into a Master Municipal Lease and Purchase Agreement to finance energy efficiency measures in the various County facilities. Previously, Resolution No. 339-98 authorized the Mayor to enter into a performance contract for an energy efficiency retrofit for various County facilities. Currently, a Master Municipal Lease and Purchase Agreement is required in order to finance the energy efficiency measures. Attached to the Master Municipal Lease and Purchase Agreement is a description of the energy efficient equipment to be retrofitted at each of the various County facilities. The County has taken the necessary steps including any legal bidding requirements under applicable ]aw to arrange for the acquisition of such equipment. Some Committee members expressed concerns over a need for a comparison of actual cost savings and projected figures of future years. In addition, Chair Chung requested authoritative language be inserted into Resolution No. 68-99. Your Committee recommended said Resolution be filed to allow the Department of Research and Development the opportunity to produce a new resolution that cites the Charter provision requiring that such a measure be submitted for Council approval, and an amended title to reflect the same.
