In accordance with (1) Article XIII, Section 13-12, of the Hawai'i County Charter, which
authorizes the Council, on behalf of the County, to accept gifts or donations of personal
property, and with (2) Chapter 2, Article 30, Section 2-162 (c), of the Hawai'j County Code,
which states that any donation or gift which does not fall within the capitalization procedures
of the department of finance shall be submitted to the council by letter for its approval, we
request the Council's approval of the following donation:
Horticultural ground cover and staples (estimated total value of $133.15) to the
Department of Parks & Recreation, for the greenhouse structure at the Pana'ewa
Rainforest Zoo & Gardens (part of Eagle Scout Project of Michael Vagi of Troop 36), by
Nursery Things, Inc., Mr. Clifford Kitagawa, HC 1 Box 2A, 626 Kealakai Street, Hilo,
Hawai'i 96720.
We ask that a letter of appreciation be sent to the donor.
If there are any questions, please do not hesitate to call the recipient Department.

A. REQUEST:
To accept and acknowledge a donation by Nursery Things, Inc., of horticultural ground
cover and staples valued at $133.15, for the greenhouse structure at Pana'ewa Rainforest
Zoo & Gardens.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS
NEEDED):
The Pana'ewa Rainforest Zoo & Gardens is in the process of having a greenhouse
installed as an Eagle Scout Project by Michael Yagi of Troop 36. The greenhouse will
be used to propagate plant material for landscaping as well as food for zoo animals.
Friends Of The Zoo purchased the greenhouse materials and Nursery Things, Inc. is
donating the ground cover needed for completion of the greenhouse.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai'i, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In the event this
request is denied, for whatever' reason, I understand the matter shall be referred to the Finance
Committee for placement on its future agenda.
