Your Committee on Finance, to which was referred Resolution No. 65-99, reports as follows:
Resolution No. 65-99, transmitted by Finance Director Harry Takahashi, via Communication
No. 202, authorizes the Office of the Mayor to enter into an agreement with the U.S Department
of Justice for a Community Oriented Policing Services (COPS) School Based Partnership Grant.
The U.S. Department of Justice, Office of Community Oriented Policing Services (COPS), is
desirous of providing funds to establish a partnership between the Hawaii County Police
Department and Waiakea High School in the fight against drug use, abuse and dealing on school
grounds.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreement with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
The Mayor is hereby authorized to enter into an agreement with the U.S. Department of Justice,
Office of Community Oriented Policing Services (COPS).
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 65-99
and recommends its approval.
