Your Committee on Finance, to which was referred Bill No. 63, reports as follows:
Bill No. 63, transmitted by Council Member Dominic Yagong, via Communication No. 234,
dated April 6, 1999, amends Chapter 18, Hawaii County Code, relating to public transportation
fares.
The purpose of this ordinance was originally to create a new fare-rate for cruise ship tourists
using the Hele-On bus system. However, in order to be nondiscriminatory this measure proposes
to allow a person an unlimited amount of travel on the bus system within two areas for a single
fare of $5 per day. The areas would be in the Hilo region between Keaau and Papaikou, and in
the Kona region between Kailua-Kona and Captain Cook.
Although in support of Bill No. 63, some of Your Committee members wished to extend the
service areas. Therefore, an amendment was made to increase the Hilo region to between Pahoa
and Honoka'a, and the Kona region to between Kalaoa and Kealia.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 63, as amended
to Draft 2, and recommends it pass first reading.
