Your Committee on Finance, to which was referred Bill No. 71, reports as follows:
Bill No. 71, transmitted by Finance Director Harry Takahashi, via Communication No. 260,
adopts a pay plan for persons employed by the County other than those whose pay is otherwise
provided for, designating payroll periods, pay days, prescribing certain requirements with respect
to overtime, perquisites, and official fidelity bonds, and repealing Ordinance No. 98-51 and all
amendments thereto, said Ordinance to be known as the Salary Ordinance of 1999.
The executive pay plan schedule in section 3 of this measure has been amended from athree-step
system to a single step, which provides the maximum amount any executive can be paid. The
schedule is based upon the highest paid civil service engineer. All other grades have been
adjusted accordingly to maintain the reasonable relationship required by the Hawaii County
Charter. This amendment is believed to make it feasible to recruit a replacement for the position
of chief engineer as well as address the existing situation in the Police and Fire Departments.
A second draft of Bill No. 71 was presented by Council Member Aazon Chung, which eliminates
the Mayor's proposed single step maximum salary for executives and replaces it with the same
three-step system used in 1997 and 1998.
Section 3-13, Hawaii County Charter, provides for the establishment of a pay plan for all persons
employed by the County whose pay is not otherwise provided for.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 71, as amended
to Draft 2, and recommends it pass first reading.
