Your Committee on Public Safety and Parks and Recreation, to which was referred Bill No. 180,
reports as follows:
Bill No. 180, transmitted by Council Member Brenda J. Ford, via Communication No. 637, dated
December 2, 2009, amends Chapter 14, Article 1, Section 14-1 of the Hawaii County Code
1983 (2005 Edition), as amended, relating to intoxicating liquors prohibited in certain public
places by adding La`aloa Bay Beach Park to Section 14-1 (a) (7) North/South Kona.
Department of Parks & Recreation Director Bob Fitzgerald, Prosecuting Attorney Jay Kimura,
Police Major John Dawrs, Police Captain Samuel Jelsma, and Ocean Safety Captain Christopher
Stelfox all came to testify in support of this measure based upon numerous incidents that
occurred at La`aloa Bay Beach Park.
Mr. Wayne Braden came and testified in support for this measure due to his own personal loss in
a drunk-driving accident.
Your Committee on Public Safety and Parks and Recreation is in accord with the purpose and
intent of Bill No. 180, and recommends it pass first reading.
