No. 644/Res 285-09 PLACE: Sheraton Keauhou Bay Resort and Spa 78-128 `Ehukai Street Kailua-Kona, Hawaii TIME: 11.47 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 285-09, reports as follows: Resolution 285-09, transmitted by Council Member Dominic Yagong, via Communication No. 644, dated December 2, 2009, requests the Mayor to transfer allocation of all County funded vacant positions throughout the County of Hawaii into the budget stabilization fund, account number 010.801.5801.53.341. Council Member Yagong said the goal of this resolution is to make it transparent how much money is available in the vacant positions by putting it into the budget stabilization fund. Finance Director Nancy Crawford said the budget stabilization fund has special restrictions making it difficult to use the funds to deal with emergencies. It requires a finding by the Director of Finance that there has been a specific reduction in anticipated revenue and the funds are necessary to prevent a reduction in services. She said vacancies have increased with the restrictions on hiring implemented by the Mayor. While some funds may be used for overtime and temporary assignment expenses, the actual overtime cost have been greatly reduced in the first five months of this fiscal year. Year to date, there have been zero transfers from a salary & wage account to a non- salary & wage account. The funds resulting from these stringent expenditure reductions will build fund balance and carry over to next year's budget. In response to a question from Council Member Enriques, Ms Crawford said based on annual salaries and excluding uniformed police, fire and ocean safety officers (not support staff) and special funded positions, funded vacancies approximate 125 positions and $4 million. FC Rept.
