Your Committee on Finance, to which was referred Resolution No. 58-99, reports as follows:
Resolution No. 58-99, transmitted jointly with Bill No. 49 by Finance Director Harry Takahashi,
via Communication No. 186, dated February 23, 1999, authorizes the County to enter into an
agreement with the United States of America for implementation of phase 3 of the Ka`u
Economic Development Plan.
The U.S. Economic Development Administration (EDA) wishes to assist in creating economic
opportunities in Ka`u following the closing of Ka`u Sugar. Therefore, EDA sponsored the
development of an economic strategy for Ka`u by Decision Analysts Hawaii, Inc. The
Department of Research and Development has since received an award of $45,000 for
implementing the recommendations of Decisions Analysts Hawaii, Inc. for the Ka`u Economic
Development Plan.
Pursuant to Section 46-7, Hawaii Revised Statutes, county deparhnents must obtain the consent
of the council to enter into agreement with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Originally heard on March 16, 1999, this measure was deferred until today's meeting pending
further information.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 58-99
and recommends its adoption.
