Your Committee on Finance, to which was referred Communication No. 296, reports as follows:
Communication No. 296, transmitted by Hawaii State Association of Counties (HSAC) Vice
President Al Smith, dated May 12, 1999, submits highlights of the Executive Committee meeting
of May 11, 1999, requests the approval of a proposed slate of HSAC officers for fiscal year
1999-2000, and requests the appointment of one member to serve on a NACo Steering
Committee.
The following slate was submitted to Your Committee for preliminary approval:
President Rene Mansho
Vice President Al Smith
Secretary Dennis Nakamura
Treasurer Ronald Kouchi
Members of Your Committee were concerned about appointing members of the Council to serve
on NACo Steering Committees due to the potential financial commitment involved. However,
after considerable discussion it was understood that serving on a Steering Committee does not
obligate the County to send a Council Member to the meetings.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 296
and recommends the approval of the Hawaii State Association of Counties slate of Officers for
fiscal year 1999-2000. Your Committee also recommends the appointment of Council Members
J. Curtis Tyler, III and Al Smith to serve on NACo Steering Committees.
