Your Committee on Finance, to which was referred Res. No. 88-99, reports as follows:
Resolution No. 88-99, transmitted by Finance Director Harry Takahashi, via Communication No. 300,
dated May 26, 1999, authorizes the Mayor to enter into an agreement for a Juvenile Accountability
Incentive block Grant.
The grant is for the purpose of providing support and purchase training services from community based
organizations that will be part of accountability based sanctions for victim restitution -
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent of the
council to enter into agreement with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance
in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 88-99 and
recommends its adoption.
