Your Committee on Finance, to which was referred Resolution No. 100-99, reports as follows:
Resolution No. 100-99, transmitted by Fire Chief Edward Bumatay, via Communication
No. 323, dated June 3, 1999, authorizes the Mayor to enter into an agreement with the State
Department of Transportation for a Highway Safety Project Reimbursement Grant.
The State Department of Transportation has approved Highway Safety Reimbursement Project
No. 157EM99-04(01-H-O1)/EM99-04(01-H-O1) for the purchase of extrication tools by the
Hawaii County Fire Deparhnent. This project will enable the purchase of four (4) extrication
tools to be housed at the Honokaa, Waikoloa, Waiakea and Kailua-Kona stations.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreement with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
The Mayor is hereby authorized to enter into the above-referenced agreement, which will
effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 100-99
and recommends its adoption.
