RESPECTFULLY REQUESTING THE CORPS OF ENGINEERS OF THE UNITED STATES
ARMY TO CLEAR DEBRIS AND REPAIR DAMAGE IN THE WAILOA RIVER, ISLAND
AND COUNTY OF HAWAII, TERRITORY OF HAWAII, CAUSED BY THE TIDAL WAVE
OF.MARCH 9, 1957.
WHEREAS, the "Tsunami" or tidal wave of March 9, 1957,
deposited considerable amount of debris, snags and wrecks in the
navigable waterways of the Wailoa River, Island of Hawaii,
Territory of Hawaii; and
WHEREAS, pursuant to the provisions of Section 3 of the River
and Harbor Act approved March 2, 1945, Public Law 14, 79th Congress,
lst Session, the Secretary of the Army is authorized to allot funds
to remove snags and debris, and to protect, clear and straighten
channels in navigable streams and rivers in the interest of
navigation; and
WHEREAS, the Senate of the 29th legislature of the Territory of

Hawaii by resolution number 39 requested the Secretary of the Army
to authorize the Corps of Engineers of the United States Army to
investigate the conditions of, and to remove the debris, snags and
wrecks in, the Wailoa River, Island and County of Hawaii, Territory
of Hawaii, so as to restore said navigable waters to the conditions
in which the same existed prior to the tidal wave of March 9, 1957;
and
WHEREAS, the,board of supervisors of the County of Hawaii is
ready to cooperate with the said Corps of Engineers to facilitate
the early completion of such a project and will:
(a) Provide without cost to the United States all lands,
easements, rights-of-way and disposal areas necessary for the project;
(b) Hold and save the United States free from damages due
to the construction work;

(c) Maintain and operate all the works after completion
in a manner satisfactory to the Chief of Engineers;
(d) Accomplish at their own expense any recurring
maintenance pending authorization of a specific project;
`WHEREAS, the County of Hawaii stands willing to provide a cash
contribution to the extent of two thousand dollars to assist with
such project,
NOW, THEREFORE, BE IT RESOLVED by the board of supervisors of
the County of Hawaii that the Secretary of the Army be respectfully
requested to authorize the Corps of Engineers to investigate and
remove the debris, snags and wrecks in the Wailo& River, Island of
Hawaii, Territory of Hawaii; and
BE IT FURTHER RESOLVED that the county clerk be and he is
hereby requested to send copies of this resolution to the Secretary
of the Army, to the District Engineer, U. S. Army Engineer District,
Honolulu, to the Governor of Hawaii, and to the board of harbor
commissioners.
